The Ministry of Health needed strategic and practical guidance to design and implement PPP initiatives, in order to use alternative sources of funding and improve efficiency.
We used a mixed-methods approach to identify problems & challenges, examine market penetration and planned procurement activities, develop overall strategies & recommendations, and design delivery plans for PPP engagements in existing facilities and Greenfield projects. The project activities included 22 field visits and project examination meetings, 16 main policy lab sessions and 4 sub-group sessions, 14 evaluation meetings, extensive assessment of primary and secondary data, and development of recommendations.
The deliverables of the project consisted of a preliminary strategic plan, and delivery plans for the overall implementation of the PPP strategies and for 5 particular identified opportunities.

Impact of the Project
At the beginning of the privatization journey of the Ministry of Health, this preliminary study formed the basis for the design of a detailed PPP strategy and development of specific initiatives in the healthcare sector. Also, numerous policy lab sessions during the project increased the technical know-how of the Ministry officials and other relevant stakeholders, thus making it possible to proceed with the next phase of the reform.
