In 2016, the Ministry of Health in the Kingdom of Saudi Arabia (KSA) identified 9 private sector participation (PSP) initiatives, namely primary care, hospital commissioning, medical cities, radiology, laboratories, rehabilitation, long-term care, home care and pharmacies. To proceed with these initiatives, there was a need for developing an overarching strategy and conducting an alignment study, as well as developing business models and action plans. Enera was contracted as the sole strategic advisor of Ministry of Health to carry out these important tasks.
In this project, we engaged in collection and analysis of an extensive amount of primary data via field visits to 35 hospitals, 28 PHC centers, 6 laboratories and 3 medical city construction sites across 10 health regions of the KSA. Furthermore, we organized 14 workshops for the evaluation of findings and design of strategies and recommendations.
The project activities resulted in an overarching PSP Strategic Framework and comprehensive business cases for the 9 initiatives, which comprised operational and contractual models, payment mechanisms and guarantees, governance structures, KPIs and critical success factors, risks and mitigation strategies, commercial and financial impacts, implementation plans, and pilot project structures. Furthermore, marketing materials were developed to inform and attract investors.

The PSP Strategic Framework and 9 business cases created throughout this project have been used as the primary guidance documents for building the current pipeline of PPP and privatization projects, and initiating procurement and commissioning activities the health sector.
The marketing materials of the project were presented to potential investors at Arab Health Exhibition in 2017 and received significant attention from both domestic and international players.
Pilot PPP projects of the 9 initiatives have been the first of their kind in the Saudi Arabia.
