The health system of KRI had various problems related to efficiency, accessibility, quality and sustainability of healthcare services. Over the past decades, there had been efforts towards improving the health system, however, transformation activities were interrupted and progress slowed down due to economic crisis and the war against ISIS.
In 2019, at the onset of recovering damages, a new government was formed with an intention to carry out significant reforms in a wide range of sectors. One of the top priorities was a comprehensive health system transformation towards Universal Health Coverage.
In order to achieve this goal, Enera was tasked with designing a transformation strategy and an implementation roadmap for the Ministry of Health, and supporting the execution of the transformation program in 8 areas: human resources management, health financing, primary care, health promotion and literacy, hospital care and emergency transportation, infrastructure and PPP, pharmaceuticals, and health intelligence.
Our activities in this project included undertaking a detailed current situation assessment study, building strategies and action plans to both address urgent needs and achieve the long-term vision, establishing necessary structures and tools for effective implementation, training teams of the Ministry of Health to build capacity for a sustainable transformation, and providing professional implementation support to convey practical know-how.

The National Strategic Plan and 4 urgent action plans developed within the scope of this project have guided transformation efforts in KRI to achieve improvements in its health system.
On-the-job trainings for local teams helped the Ministry of Health to develop necessary capabilities in the areas of needs assessment, field coordination and project management.
