Oman has a relatively successful health system compared to its peers in the MENA region, in terms of health status indicators, patient satisfaction and financial protection. With the aim of taking this success to the next level and achieve the standards of international best practices, Oman Vision 2040 outlines “health” as one of its main themes, while also placing a special emphasis on innovation under multiple priority areas.
Towards achieving this vision, it is essential to strengthen the primary health care (PHC) system via fostering innovation, since improving PHC services is essential not only for creating value for money by reducing burden on higher levels of care, but also improving mid- and long-term health outcomes through prevention and promotion.
In this regard, UNICEF Oman Country Office commissioned a project to examine the current context and develop a business case for the establishment of a PHC Innovation Hub in line with Oman Vision 2040, with the aim of driving collaboration and culture of innovation to improve primary healthcare systems in the region.
As the sole advisor in this project, Enera conducted a landscape analysis and developed a partnership framework, created an advisory group to guide the initiative in all phases, designed a communications framework to promote the PHC Innovation Hub and raise awareness, defined alternative sources of funding, and prepared a target operating model.

This project has supported UNICEF for the establishment of a PHC Innovation Hub, which will be a leading regional institution for developing a creative culture, promoting innovation and technology development, coordinating R&D efforts, and disseminating knowledge regarding primary healthcare structures, processes, technologies and services not only in Oman but also across the wider MENA region.
