After the Covid-19 pandemic, the Supreme Council of Health (SCH) initiated the primary care transformation based on the strategic plan developed in collaboration with Enera in 2019. A Primary Healthcare Project Office was established to oversee implementation of the reform initiatives. In order to support the Project Office on technical aspects and change management activities, Enera deployed a dedicated team in Bahrain, comprising senior partners, subject matter experts, and consultants.
Enera collaborated closely with Primary Healthcare Project Office members and other stakeholders to ensure successful execution of the reforms, specifically focusing on the initial implementation of a pilot project. Our work comprised a wide range of activities, such as identifying prerequisites for implementation, developing a tailored implementation plan for the pilot project, and determining key performance indicators (KPIs) to measure the impact and effectiveness of the transformation initiatives.
Throughout the implementation of the pilot project, Enera delivered numerous regular and ad-hoc deliverables to support the project’s progress. These deliverables included, but were not limited to, a workforce reallocation plan, alternative operational models for ambulatory care centers, and detailed reports and presentations outlining the proposed payment and remuneration models.

The project played a crucial role in enhancing the knowledge of Primary Healthcare Project Office members regarding transformation initiatives and proposed models of engagement. Furthermore, several notable milestones were achieved during the pilot project, such as establishment of an ambulatory care center and centralization of primary care services in the pilot region. Calculation of financial parameters, such as capitation rates, enabled initiation of a shadow billing process for the prospective payment and remuneration models.
