As a major university hospital, King Saud University Medical City launched an initiative to establish 2 medical centers of excellence. The aim of this initiative was to create effectively operated centers that would serve the citizens who usually go abroad for advanced treatments, while also attracting health tourism. We conducted a detailed investment climate study to assess actual healthcare needs in the target markets and evaluate feasibility of the planned centers of excellence.
The project involved a significant level of secondary research in addition to multiple workshops, semi-structured interviews and non-participant observation during field visits. The deliverables of the project included assessment of supply-demand gaps for 5 specialties (cardiology, cardiovascular surgery, assisted reproductive technology, bariatric surgery and sports medicine); identification of strengths and weaknesses of key competitors; business cases for each specialty with operational and financial PPP models, enablers & success factors, payment mechanisms and capacity plans; an optimal pricing strategy with scenario analyses; value for money assessment; and an action plan with key phases, milestones, risks & limitations, and mitigation & exit strategies.

The project informed administrators of the university hospital about the gaps in the market, provided them with the most suitable methods of engaging in PPP arrangements, and equipped them with an actionable roadmap. The deliverables of the project created an opportunity to transform redundant facilities of the university hospital into revenue generating assets.
