Structuring Health Intelligence and Knowledge Management Agency (HIKMA)
Although health information systems in Bahrain were well designed, the data collected through these systems were not sufficiently utilized. Furthermore, the ongoing nationwide health system transformation mandated new requirements for data collection and knowledge generation.
The Supreme Council of Health intended to establish a new agency called “HIKMA”, which would be responsible for generation, application and dissemination of health information in the health system of Bahrain. The agency would work towards creation of actionable intelligence in 4 major fields, namely health economics, quality, planning and training.
In order to assist the Supreme Council of Health in this initiative, we worked on defining the role of HIKMA in the health system, determining its scope of work and functions, designing target operating models and methodologies to be used by the agency, as well as developing its implementation roadmap.
One of the core functions of HIKMA would be conducting health technology assessment (HTA). Therefore, we made a stakeholder mapping in the health system and determined the role and activities of the new agency in HTA processes. Furthermore, we developed the operating model and workflows, human resource plan, organizational structure, and implementation plan specific to HTA.

Impact of the Project
The project enabled establishment of a new agency in the Kingdom of Bahrain that will become a one-stop-shop for all health information needs, and facilitate the ongoing health system transformation program. Furthermore, HIKMA’s economic evaluation functions will be essential for Bahrain to perform its own HTA studies in collaboration with domestic and international stakeholders.
