In the Kingdom of Saudi Arabia, four university hospital projects have been developed by the Ministry of Education in the regions of Makkah, Abha, Tabuk and Jazan. However, the construction of three of these hospitals (Umm Al-Qura University Hospital, Tabuk University Hospital and Jazan University Hospital) have not been fully completed, and King Khaled University Hospital has been only partially equipped and operational because of resource and capability-related restrictions.
In line with the Vision 2030 of the nation, the Ministry of Education and National Center for Privatization & PPP (NCP) decided to complete and operate these hospitals via public-private partnership (PPP). For this purpose, Enera has been contracted as part of a consortium of technical advisors and tasked with providing services throughout the stages of current situation & needs assessment, technical due diligence & business case development, marketing & qualification, and tendering.
With a large team of consultants and SMEs, Enera has conducted a wide range of activities for this project, including regional supply-demand gap assessments for all medical specialties, evidence-based capacity planning for physical & human resources, costed medical equipment planning, identification of operational standards & KPIs, definition of information technology requirements, and mapping of operational risks.

By covering a total capacity of approximately 2,000 beds, this ongoing project is one of the most ambitious PPP engagements in the healthcare sector of the Kingdom of Saudi Arabia. It is expected that tendering of these hospital PPPs will start in 2025 as a result of our work in collaboration with other technical, financial and legal advisors.
