The Ministry of Health was working in collaboration with the World Health Organization to develop an agenda to achieve Universal Health Coverage (UHC). They wanted to initiate an exploratory study that would help form the basis of their UHC strategy, and outline the ways in which PPP initiatives could be helpful towards reaching their goals.
Our work included meetings with the Ministry of Health, Ministry of Planning and High Health Council, as well as field visits to public, private and university hospitals. We provided an assessment of the health system by focusing on workforce, quality of care, healthcare organization, healthcare financing, medical tourism and public private partnerships. We also produced recommendations on the potential ways of implementing PPP projects in the healthcare sector and advice on how to achieve UHC.

This short-term engagement clarified key competencies and challenges in the national health system, and provided a baseline for developing overarching strategies of the Ministry of Health with the aim of achieving UHC in the country. The successful experience of the globally renowned Health Transformation Program of Turkey was conveyed in terms of selected aspects. The project presentations and workshops increased the knowledge of the key stakeholders regarding the best practices of healthcare reforms and implementation of PPP projects.
